NYTimes are running an article on the work being done by EastServe.com, a project providing wireless internet access in East Manchester.
The article states that the network covers around 4500 houses, 930 of which have so far signed up for the service at a cost of £16/month.
There is also some interesting info on Netario's plans for Central Manchester - although there don't appear to be all that many deliberately open hot-spots in the city centre yet.
